    The primary purpose of this section is to ensure appropriate State Controller Division (SCD) leadership, management, accuracy, accountability, and control. The section works to ensure Division processes and controls are in place to support the successfule operation of the Divison and its programs. The Administrator, the State Controller, takes a leadership role in resolving statewide issues or initiatives affecting the primary purpose of the Division and/orAgency goals and directives.

    Special Programs in this section are: Statewide Accounts Receivable Management and Statewide Internal Control Management. These programs provide leadership and guidance with fiscal issues, see below for more information about these special programs.

    Administration and Special Programs serves to support the Agency Mission: We serve state government to benefit the people of Oregon.

Statewide Accounts Receivable Program

The Statewide Accounts Receivable Management (SWARM) Program assists state agencies with the effective management of their accounts receivables by providing guidance and information on collection industry organizations, current regulations and other resources.

The Statewide Accounts Receivable Coordinator provides advice on best practices for receivables and collections. The coordinator facilitates development of a Strategic Plan to enhance collections and works with agencies to adopt a common framework and guidelines for receivables, including management and reporting standards.


Statewide Internal Control Program

The SCD Internal Control program's primary focus is assisting agencies in establishing and maintaining effective systems of financial internal control.

A properly designed system of financial internal control provides agency management a coordinated set of policies, procedures, and business practices that can be used to (1) safeguard state-owned assets; (2) encourage employee compliance with policies, laws and regulations; (3) ensure accurate and reliable accounting records; and (4) prevent and detect fraud.
